The layout is fine - not too many problems with that. You should, however, make that logo blend into the background better, so you can't see the edges where the lighter colour cuts off. Also, don't center text - it makes things hard to read. Oh, and the way the menu keeps moving around on each page is just confusing.
I actually like the colours on the main index page as opposed to the index2 page - the yellow and purple is a much more unique combination - shades of blue is kinda dull if you ask me (although the purple/yellow doesn't really work too well with that design - add a white background for the content area and it could be good)
Now, the main problem I see is that it's hard to tell what the purpose of the site is right off. It seems like you're offering hosting and free web space, but none of these services are available yet, so what's the point?
Everything here seems rather vague and unprofessional. Take the Personal Pages page for example - there are many, many other free services that offer much more space. You also don't say whether or not you place an ad on the pages, which I think is a key concern to most people looking for this kind of thing. There's also that "stuff" heading on the first page - what's that supposed to mean? On the staff page, give yourselves some more professional titles. I wouldn't want to deal with someone who gives one of their employees the title "knows a lot about women". The tech support section will need to be much more thorough - a FAQ would be a good addition.
Or is all that stuff just filler until you get the real content in there?

For now, that "stuff" menu is waiting until I offer other services.
The main problem right now is that, I'm hosted by DIDS, and I don't have the space to do anything, let alone the features.
I have no complaints about the place, it just isn't sufficient to have it hosted.
I'm waiting to get a public IP from my service provider. Basically what I wanted to know is if the page looked alright.
Later on things will basically be more clear, and probably there will be images, some flash files, and a "cleaner" environment.
I'm only 14 and I'm taking on some serious stuff, but it's to learn.
