If you made this relative width you'd really have to do a lot of rearranging with the inner content - probably adding some more elements to avoid getting odd areas of empty space. This works well at fixed width IMO.
lol well its not my site so i don't really care its just that saying 'its ok i guess...' doesn't really inspire cofidence to the designer. especially cos of the fact that it deserved more than that comment. Thats all.
I think Renegade has been rather harsh in his review of this site (especially after viewing his own site ) because it does actually look very nice. I like the blues and I love the logo. I guess Megan is right about the red mouseovers, they so look a bit bright. I also would make the whole cell clickable in the navigation rather than just the text.
Still, a very nice site!

Looks good. The site design feels really nice and light. I like the way you've used very common design techniques in a way that's still fresh and new. Normally I would be turned off by same old shades of blue, but this is really refreshing. I also like the way you've made the right sidebar recede visually by presenting it in grey. Good job.
One thing that doesn't seem quite right is the bright red on mouseover - it seems kind of out of place. Have you tried yellow there at all?
Preliminary attempts to download seem to be going well. I hate how many other download sites complicate the process by making you register or go through pages of questions to locate the clostst mirror. Just let me download already!
The biggest improvement I can see it to expand your colletion of software (couldn't find irfanview, a common image management tool, for example). ALso put your serach box on every page so people don't have to keep going back to the front page.
P.S. Did you read the Posting Agreement? We'd appreciate it if you could take a look at a few other sites here.

Agreed, not EVERY site needs relative width.

Please don't get me wrong, I like your site, but add something in that makes it stand out from "the rest"

Looks OK I guess...
I second what Megan said aboutt he red colour onmouseover.
Is absolute width really needed? Why not make it relative?
I don't really have much time to look "properly" but overall, your site is still lacking something.
