Looks good. The blue at the top is too bright for my tastes. the text on your homepage is noticibly images and I didnt see anything in your source for search engines to index. If you keep the text as images you should at the very least clean them up a little more.
On the "advertise with us" page the bright red text on the grey background is difficult to read as is the black text on the bright blue background on your "make more$" page.
The site help links on your home page are out of place. They should be moved to the relevent area of your site.
Offer some free advertising space for a couple of months while you build up your member base. Not many people would feel confident buying advertising on a new site with little to no traffic. Besides it doesnt look professional having all those empty ad boxes.
Good luck

Seen it before, said the same thing: use text for text areas, thus you'll have less to load and it would be crawlable. The design is OK, not outstanding, but OK

I was about to say what dojo posted, he beat me to it. Every SEO expert knows not to create a main page with only pictures VERY BAD IDEA. Yes your site design is ok, I suggest integrating your auctions into your website. DO that and the overall design will be better. As for why nobody is signing up it's probably because people don't know about your website. Try creating a marketing plan then executing it.
Well best of luck with your website.
