would like some feedback...
personally, i really like it. one thing thats nagging at me is the big blank yellow spot under the menu, suggestions on what to do with that would be nice.
also, im wondering if the plain black text menu works. i *think* it works nicely, but im not positive and id appreciate some other opinions.

on second thought, im not sure if the blank yellow under the menu is so bad, it seems to even out the blank yellow at the top right...

Minor things ..
I'd declare a second default font family in case Arial or Book Antiqua are not found.
I'd add width and height attributes to every image so as to avoid that jumping around as the page loads.
I think it would be better in the center so that the right-most black line is the same distance from the right edge of the text as on the left of the text.
The 'white space' (whatever colour it is) is OK as it is.

I'm getting a horizontal scrollbar when I resize to 800 x 600. So that shoud be fixed. It's weird how the yellow and blue parts expand to fit my resolution but the text doesn't.
Overall the design is good - I like the blue and light yellow, the navbar and blue bar at the top look good, the headers look good. I would, however, change the black to a darker shade of blue - it's too harsh against the softer colour scheme of the rest of the design. I would also try to come up with a better logo idea - that one's not too exciting. Also make that picture larger and maybe in colour (or tinted to match the colour scheme)
Is the name of this company just "E-business Consulting"? That's very generic don't you think? I'm guessing this isn't your problem...
"Twin Cities" - this confuses me. I have no idea what you're talking about so that should be clarified.

I agree with Megan, the logo could be made a bit more interesting and the text would look good in blue. Other than that I think it looks very nice.

ive yet to tinker with the font colors and the logo
the 'Twin Cities' meaning Minneapolis/St.Paul will be meaningful to visitors as its a local company being advertised locally, but agreed that i need to get the address on there somewhere.

I like it. It's light, it's bright.
Minorities:
-Get rid of the vertical scrollbar on 1024.
-Get rid of the horizontal scrollbar on any resolution like Megan already said. [EDIT: Oops, you fixed that already!]
-I would try to spice it up a bit. Maybe replace the yellow or the blue with a more exciting color...
