Its good, but:
Maybe you could make the 21 in the middle bigger and instead of having the "a freelancing design company" at the bottom make an mouse over over the 21 that says: a freelancing design company.
Also make the 21 a different font, doesn't stand out too well.
The text links at the bottom should be in Verdana, font.
Get rid of the Underlined date, there is not point in it.

Looks ok. I don't care for the colors much. Why does every1 use blue?

Get rid of the Thing all the way at the bottom and do what Travis said make the 21 a mouseover.

Why do you have the date? It looks like a link to me. I tried to click it and it didn't work. People aren't dumb and usually know what the date is. The only place the date looks good on is if you have something that you do like everyday. Like a joke a day or the news or the Babe a Day.

When I get into a section of the site the mouseovers take to long to load! Make them preload.

On the left of each subpage thing. On all but "Portofolio" the text is blurry. On "Portofolio" the text is clean and not blurry. Change them all so they are not blurry.

In the "Services" section next to each service put one of those dot things.

That's all!

Portfolio Pages;
Things are way too squashed together, you need to space things out. Winsome Camps and The Computer Forums has one line that actually connects the two. Put like a 5 pixel space around each image both top and bottom and left and right...maybe even a nested table would help organize it better.

You need navigation to be better...I should have links at the bottom of the page as well as the top...I have to go all the way up top to get to another page..also the links are part of your logo and blend in too much I really had to search to find them....text links are a MUST if you are going to have the main nav as an image.

Pricing:
You need to clarify the updates...are you simply charging per update, or is it X amount per hour, per update??

Why are churches being charged more than personal pages??

Services Page:
With out shoud be "without"
Dream weaver should be "Dream Weaver"
List of services offered should not be centered, use a blockquote or bulleted list instead.

Familiar with multiple web design programs:
instead of listeing them in a sentece put them in a list
Paint Shop Pro
Front Page 2000
Dream Weaver
leave out the 'etc.

Web design
programs - should be:

Web design programs:

The color of the mouseover doesn't go with the color scheme.

BTW...I disagree with the mouseover issue..it seems some expect it on every site...if the layout is done nicely and the main point is information 'bells and whisltes are not neccessary.

Some people confuse the visual effect of a mouseover with the actual navigation...navigation means the abilty to easily find the links to get around the site without needing to move the hand too much. You need to include some text links at the bottom of each page or something.

Okay, you are talking about the site at /test now right? okay.

THe sub-pages need work. On the Porfolio site, the side part that says Portfolio isn't lining up with the edge of the logo banner. "Porflolio" is also really crooked on there - that text should go in a straight perpendicular line. All of the sub-pages do this - you're probably going to have to put the content area in one big table with the header so it doesn't go all over the place when you resize.

The services page looks like it needs bullets to organize the content better. The contact us form needs to be arranged better as well - the "What do you want your site to look like" should be all on one line - the "like" looks really strange on a line with the textarea. I think those textareas should be a little bigger too.

Interesting how you've set up your pricing. I think it might be a better idea to quote by the project, not by the hour. That way your customers will have some idea of how much this will cost them in the end.

The bubbles on the background should be a little bit lighter - you can barely see them on there.

Patrick asked why everyone uses blue. Here's my theory on that:

First of all, blue just looks good on the web. A mediocre design can look pretty good in blue. It's becoming too much of a standard though. A more unique colour can make a page stand out a lot more, and a good designer should be able to create a good design in any colour. This page is kind of an exception - the design is unique enough that it still stands out even though it's in such a standard colour. Blue is also a colour that basically everyone likes, so there's no fear of alienating people because they don't like the colours you chose.

I really like the main page- it's nice.

I don't like the sub-pages though...

1) I think you should incorporate the theme of the main page into the sub-pages like you were trying in your last version.

2) I don't like your menu on the sub-pages. The little icons don't make it look too good.

3) The left menu bar that says the name of the page looks weird. The text is crooked.

That's about it...
