Your graphics don't display on the opening page. And a few do not display upon entrance, ( I clicked the bottom undisplayed graphic)
The login and sign-up in the middle of the page doesn't look to good. I would suggest putting them off to the side or just a link to them. Use the middle to tell me something about your site and why I should bother to login or sign-up before asking me to do so.

I think if you are making a resource site the splash page shouldn't be used, the site should be like a reference book, open it, find what you want then go there ...
I also think there are to many colors on there, I like black backgrounds but dont think it suits this content structure.
abit of tweaking, fine tuning should be good

All those different colours on you main page give me a headache. Just pick a text colour and stick to it.

The colour scheme isn't really working and the background took forever to load on my dial up (remember a lot of the web still uses dial up).
And whats in the password protected area......how do I access it?

I like the visual look on the site. I don't understand why you have an enter page? Also, the main page seems a little crowded. Particularly the lack of space between the center and left and right margins

Since you are using 3rd party add ons for your freebies (I thought perhaps it would be something you hosted and offered to people) you may want to expand your horizons.
Bravenet is a very good source of free stuff for your website (I still use their mailing list for one of my sites) but they are not the only place to find goodies.
Check around and find the dozens of other hosted scripts that people can add to their site. There is everything out there from free webspace, counters, guestbooks, chat boards, coloring pages, shockwave games and so many other things it's hard to list them all.
Also, play around with as many of them as you can and give everyone your reviews on the services. I would have appreciated something like that when I was starting out and tried to use some of these freebies.
I tend to agree with everyone else about your background and font colors, but if you really want everyone to enjoy your site you have to have some worthwhile content.
You've got a good start here... keep going!

K,
The graphics aren't showing on your index page bu thats been mentioned already. I'm not too sure of the relevance of the Jubilee piccy of the queen though as its sposed to be a Webmastr site? Very patriotic but totally neceessary???
I would definately get a logo sorted asap as the header of your page has no real impact to the user. Maybe a brief description of your site at the top as an intro would be good too.
I'm not overly keen on the color scheme. I've never been a big fan of dark backgrounds and it just seems a little gloomy. What do I get for the members area? It might be good to give a little teaser...
One last thing! Why have your counter at the top right? I very nearly clicked on it as I thought it was part of your site. I'd try and hide it a smuch as possible. Right down the bottom somewhere.
Good start, just needs some tweaking thats all!
