The main thing I'm going to complain about is your use of colour. I'm not sure if this would work, but I'd like to see more of the gold and dark grey in the banner used in the rest of the design. The way it is now the header looks separate from the rest of the design.
Another thing is that IMHO the page is divided into too many little boxes - I count 14 on the front page. One thing you should definitely do is move the logon form up towards the top of the page, and put "who's online" right below it. Then put the survey under that and move your news and past articles to the left side. What this is doing is keeping things that relate to each other together. So interactive services (logon, who's online, and survey) would go on the right while content related stuff (navigation, news, past articles etc.) would go on the left.

It's pretty nice looking, although it definitely has that "php" look to it.
One thing I noticed is that at 800x600, the page is cut off on the right. The top right box cuts off at "CamRating Sys".
In NS, the cam images didn't refresh and the only way to get to another cam was to rate it. Sometimes even then, it did not go to another cam.
One cam "Cyberskaters Office Cam 1 in Cologne, Germany" showed a window and daylight outside. Hmm... it's 4pm in Los Angeles and I believe there's about a 9 hour difference between here and Germany. Shouldn't it be dark outside? Is this not a live cam?
I realize you're just starting out, but you're going to need to get some more cams signed up before the site is much of a draw. Also, once you have more, I'd like to see a feature where you can visit the original cam's site.
In the "Welcome" box, I would make "Topics", etc. into links as well.
On the "Reviews" page it lists the 10 most popular reviews, and 10 most recent reviews then says "There are 12 reviews in the database" but I didn't see a way to find the rest of the reviews.

make all the tables on the left the same width (MainMenu, Categories, Today's Big Story , etc.)
