For everyone looking the address is http://www.losarrieros.com/
I think that this site is alot better then your old site. I looks much cleaner then your old site. You are doing good for your first site and all. I dont know if i would go with the "enter page". I dont think it is that neccessary. Your index page i think should be your page with all the links. Um as far as the links now, they look better then your last one. Maybe you should try a different font though that is more readable. Rollover's could be a little more distinctive like maybe a red instead of a purple link with a blue rollover. you cant really tell. Other then that, good informative site!

I agree that the splash page is unnecessary. (BTW, the line about the resolution and stuff should have a break in the middle somewhere - it extends all the way across the screen at 1024 and looks out of place because the rest of the content isn't as wide)
The title graphic looks really nice. Your mouseovers do need some work though (not enough contrast, coming up a little slow - maybe these graphics need to be optimsed better). You can see a faint line in the background next to the navigation menu. That's why it's a bad idea to have a patterend background and use frames. You need to either get rid of the frames or use solid backgrounds. It also looks really weird with frames when the whole page looks like one window (same backgrounds in each frame) then part of it starts scrolling. A little more space below the heading would be good too, because when you start scrolling the content frame, the text gets too close to it. I hope that all made sense
Overall, I think you need more design elements. A fancier navigation menu (rather than plain text), more colour... something.

Boy do you ever need to left align that text! Only headings and quotes should be centered, text wise (of course there are exceptions, but this isn't one of them).
If you are going to teeny-tiny the text, at least make it something other than default. Times New Roman is bloody awful to read that small and I am at 800X600 today.
Don't link pages that aren't there. Just disable the link in the navigation frame until you have the page ready. You can leave the image if you want, but ideally kill the link.
If you add margins to the body tag for the text pages, you will get the spacing you need from the sides.
'click the underlined song' -- well, I have underlines turned off, so I can't see it that way. If you want underlines on for sure, use CSS to keep them on despite user preferences to remove them.
I don't know where I am in the site because there are no titles on the pages. I can guess, of course, because I am smarter than the average bear, but can you guarantee all your users are Yogi? Make it really clear where they are in the site. Unfortunately, with your frame set up, you can't use the navigation to do that, but you can add a title to every page.
You may want to edit the lovely person who posted a zillion exclamation marks in your guestbook because it makes the whole thing scroll horizontally.
Why would I join your mailing list? You should give the viewer some details on what they would get if they do, how many times a day/week/month they will get mail, et cetera.
Hope that helps,
Suzanne

1) Logo: the edges of the text a tiny bit jagged. It also doesn't look big enough to me.
2) I agree that you don't need the splash page. I don't like the "enter" graphic either.
3) The menu is ok. I would add bullets or something next to each link, and PRE-LOAD THE IMAGES! It gets annoying after a while.
Overall I think it's pretty plain, but it's better than your last version...
