I'm new to web design, but here are my views.

1. I don't like the frames. The main content screen scrolls down wierdly and left frame look all squashed up. I think it would look better without frames.

2. cool logo

3. pictures are a bit dark (being picky)

4. perhaps try the black navigation down the left side of the main frame in a better colour. see what it looks like.

again... just mu humble opinion

1) Get rid of the left frame that has the ads. Those ads could easily be worked into the main content area.

2) I think frames are good if you use them right, and in this case I think Casey has used them pretty well. I'd say nice job.

3) The logo is good, but it's not at it's best quality as far as images go. The edges of the text and the drop shadow really need to be improved.

4) Why not try keeping the ALINK, LINK, and VLINK colors all the same. It's just my personal taste, and I think it makes it look better. Right now Collections and Forums are bright purple

I'll also say that the left frame has to go. Since english speaking people read left to right, their eyes are automatically going to look to the left side of a page first... putting ads there is not a good idea.

I was actually thinking about getting this game (i've played Sim City for years)

Aside from the image quality, I really like the logo. You should really try to find a way to integrate those colours into the rest of the site (maybe make the side frames red or yellow)

I also agree that the frames work well in this case.

Your all over the show in Netscape. The top frame has a scroll bar. Your three main colums are squashed together, and the pictures are on top of the text. Something is really wrong. You might have to make another page for netcape, or perhaps space things out more.
