Your site doesnt line up to well in Netscape 4.7, the words "sign products" is cut off (used IE to see what they were), also the state your in and phone number arent there.
the backgound tiles on both frames but doesnt line up making it look messy.
the links are also all bunched up on the left, unlike IE where its all spaced out. looking at your code yoru using style sheets, it would of been a lot easily to type <br> or do it in tables than writing out the style sheets for these.
the "main", "techinal" and "links" should be bold or something, they look like they are visited links, or dead links.
your missing a /body tag in your right frame and are only using IE's body margin tags in the top frame, use topmargin="0" leftmargin="0" marginheight="0" marginwidth="0" for both browsers.
This site could easily be done without frames, which would benifit your comapany better, in search results and visitors bookmarks. If I find a interesting page in a frames site I want to share with some one, I right click and open that frame in new window and send that one page, if you havent got links etc, or even a name on that one page I send, then they cant look at anymore of your site.
If you want to stay with frames, think about loosing the top frame, it isnt needed and the address could be placed at the bottom, where the copyright usulay is or on a contact page.

You don't have logical titles on each page on your site. You should make titles that describes each individual page. That is also for those guests/visitors who open a page in a new window and want to print out that particular page. If you rightclick on your links and choose "Open in new window" you can see what I mean. Then you will see it says "New page 4" as title for your page Contents.htm.
I also see that you have text going 100% in the right frame. That means that when people look at your pages with a monitor like I have (19") and resolution set to 1024*768, have very long lines of text to read. If you read newspapers you see that all the coloums are quite narrow. Taht is because it's much easier and faster to read when you have short lines of text. I recommend that you consider using a table instead to set the with yourself. I make width of total page max 600 pixels. Then people with all resolutions will see it the way I want them too.
Your page "About us" looks great on my monitor because the text comes natural infront or behind the pictures. But I also looked at the page in 640*480 resolution. Didn't look too bad. But some text lines on your other pages didn't come out as you probably wanted them to.
You should take away the background image at the Contents.htm page. It doesn't look good when you have that top frame.
I also think you should do something else than that top frame.

It's not too bad but here are a few of my thoughts on it :
Frames really aren't necessary for this site and should you want the site found on the search engines you'd have to do a lot more work with the site, plus as said before they don't particularly make it visitor friendly for bookmarking, etc.
I don't like backgrounds and I don't like yours, especially with the frame set up & it moves!
The logo lets the site down. It looks very amateurish and jaggedy. The big text for the address at the top also makes the site look unprofessional.
If you have long pages (eg. about us) put a back to top link so that people don't have to scroll back up. Don't assume they'll not want to re-read something again. (This is also important if you did get rid of the frames & you'd then also want the main nav links at the bottom as well).
On the news page the graphic there is hard to read and let's the side down.
Did you also do the abcsignproducts.com site?
Not bad but could do with a bit of work to make it a very good, clean, professional looking site. Add some meta tags, remove the frames and you'll be search engine ready in no time
I look forward to reading your reviews of some of the other's sites here in the forum.

Thanks for your replies, I really appreciate them.
No I didn't do the abcsignproducts.com site, but will be taking it over this month to try and integrate the two sites.
