- The top graphic should be a GIF, not a JPEG. I managed to get it down to 12 K in about 15 seconds by turning it into a GIF. I can send you that copy if you'd like, but I recommend you convert to GIF fron the original, not from an already-converted JPEG.
- The little squares as bullets are a little overused.
- This is not very specific, but I do find it a little bland. A consistent color scheme is good, but maybe a little bit of something other than blue/white, put in some other graphics, use CSS to make the links have a rollover colour... just some eye candy.
I would also lose the onMouseOver statusbar messages - I hate that! I don't know about the links opening in new windows either - a lot of people don't like that either.
Your content is all in one big table, right? I would cut it into two (at least) - that way people would be able to see the links on the top before the bottom table finishes loading. I think you might be able to do this without nested tables either.
Otherwise, the site looks great. What's the purpose though? Is it supposed to be a portal? Or is it a hosting site some with general links ?
No one's mentioned the "click here" syndrome yet, so I will. "Let Us Help You Create A Web Presence! Click Here"
Why not make "Create a Web Presence!" the link?
Ditto on Meg's comment on the new browser windows all the time. But I like the mouseover status tricks.
Why all the links to news, weather, etc, if this is your business site?

I like it. Here are the suggestions:

Your top logo is very nice.

I love the logo and have no real negative comments to say
- I might change the bullets and add some graphics to the content...
