First thing to do is check your page at other resolutions.
Best viewed with xxx often means that the site uses browser-specific tags ... and why are you implying to your visitors that YOUR choice of browser is better than theirs? Aren't THEY your customers??
Best viewed at yyy resolution -- again, try not to force visitors to conform to your design spec. Lots of people out there are still at 640 by 480, lots of people have greater res (and your page just doesn't do too well at 1024 res).
These are little things -- but if you want all your visitors to feel comfortable then set up pages that work with any browser and at any resolution.

You need to have the margin attributes inside the body and the frameset. You should also never set scrolling to yes. Either dont set the attribute there or set it to "auto" so there wont be any ugly unnesessary scroll bars.

Not bad.
I like how you used flash for the logo, but it doesn't look right. You should make the WHOLE top the logo, so you van have more tricks and it will look more filled-up.
On the sub pages you can scrool hr - I would definantly fix this. I think it happens because your background is too wide.
Some of the links to your tutorials don't work, because it looks like your linking to webmasterszero.com? Um- I think you should write your own tutorials if you want to run a webmasters site. That's just my opinion though.
