First thing I noticed is that your logo is really jaggy. Re-do that with some anti-aliasing on.
Second thing I'm noticing is that I really have no idea what this site is about and there's nothing here to really tell me. is it a portal?
As for the layout, I do like the overall look but there are a few problems. There's too much blue at the top, first of all. I also think that the headers with the stripes on them are just ugly (use a plain solid colour - orange from the logo would look good. That colour should be integrated more into the rest of the site anyway). Get rid of the .: at the end of each header too - this makes it look cluttered. Also try to organize those boxes on the left and right a little better.

Logo on the bottom right... different, but I'm not expecting to see it there and so the sign-up button in the top left, where logos usually go, confused me. I'm also thinking that those two buttons don't work very well together. The grey box underneath the sign-up button looks sort of out of place too. I'm also a little confused about how this process works. How exactly do you send visitors to these sites?
Another thing I don't like about this one is the little frame with the actual content in there. it's so small and cramped looking. I would just lose the frame. Also change all your plain text to a sans-serif font like verdana, and make your navbar into graphics or at least make it bigger so it stands out more.

Cant view it on Netscape 4.7, says "Sorry your browser cannot view frames", switch to IE and see yoru using iframes
The "signup" logo is about the only non blurred thing there, even all the text is blurred.
is there any requirements? in other words the FAQ is really lacking in answers, you need to explain it more, things like:
So all I would do is add your set up as my homepage and make money? what if i dont click any of the stuff you put on there?
what if i removed it, would i loose the money i would of made?
the colors here dont do it any justice, it looks like a page filled with shapes with no thought on flow.
If I was surfing her I wouldnt stay, that animated banner really gets to you, if you just used a normal layout with iframes I could scroll down a bit so i wouldnt see it, but I cant.

This doesnt display well either in Netscape 4.7, looks ok in IE,
the stylesheets are incorrect for Netscape, add the "#" infront of the rgb (color) numbers, and dont have spaces in your names, change menulines a to something like menulines-a or menulinesa
Things like the username and password are have in the grey box half out, the UK News title is there, but there is no news under it like there is in IE,
In IE the layout is how i think you made it, I like the mouse over effect (doesnt work in Netscape), but the page looks very cramped, ditto on Megans comments + the register news and general news parts look really messy being italics, the numbers beside the recommend sites arent really needed, little things like that could change it from being cluttered to being well presented.
I think you need to also change the color of the links, some links dont look like links, they look like text

Any particular reason you decided to use frames? Very unhelpful for search engines and as busy says some browsers.
Site looks best at 800*600 as the set up of the frames looks odd any larger as the top grey bit moves up & a big black areas appears.
I also agree about the sign up & actual banner looking round the wrong way, the text being too small and hard to read, the links looking rather plain & boring (I don't like the box appearing mouseover effect at all), the colours and the faq not answering any where near enough questions.

I agree again with what's been said. Good start but needs some tightening up and I get a small but annoying horizontal scroll at 800*600. Balance out the tables at each side to give a better look & feel.
You need to be careful with you cell padding - or lack of it - as text is running smack into the side of the browser and in the visible tables it sits right on the edge.
Julia - if life was meant to be easy Michael Angelo would have painted the floor....

the horoscope is not working.. the url is diff.
the design is quite boring
the fonts on the register and genal news is kinda itchy. don't use the italic... just make it normal and smaller font.

do not use iframe, just use the ordinary frame..better.

Too choppy looking.
What's that gray boxy thing at the top left - I realize it's just a graphic - but it feels out of place.
I would get rid of the frames.
I would switch your logo and sign up.
(most of this was said - just reiterating!)
Zeed:
Logo is choppy.
Too many blues - us a different color.
Watch the cell padding - you really don't have any.
Make sure you have everything in your cells justified to the left.
I understand your interest in making things different - but they are too different and make it difficult for the viewer.

I like it better than the other one but a few things still don't look quite right to me:
The purple colour doesn't look right with the blue & orange
The two orange outlined moon segments look jagged
The font for the 'Webmaster Portal' doesn't look right with the rest of the site
The blue strip at the left side looks like it should have something in it
The main section of text runs into the right side of the table there
Good work just a bit of tightening up to do

I think it looks a lot better. I agree that the blue bar on the left is too wide. It seems like something should be there.
I would move services (the graphic) to the left a little more.
I would think about changing that purple color.

P.S In photoshop the purple colour at the top is actually a faded blue so Ill have to fix that.
