I think you've got a good start here but it could really use some spicing up. The design is nice, but a little on the dull side with the shades of blue design. Try adding some more interesitng colours to the header area. You could also try adding depth with some sort of graphic design in the background of that header.
Be careful about your content recruiting processes - you don't want to get a load of junk. It's better to have less, better quality content than more poor quality content. You should probably note in there that editors will be screening the aritcles for quality and accuracy.

It seems to me that you've got a really weird skew in your content here. You've got a lot of programming on one end and a little bit of graphics on the other, but nothing in between. Maybe you'd be better off to focus on the programming end since that seems to be more of a specialty. Either that or bring in the in between stages (xhtml, css etc.).
In opera 7 the right side of the header/logo box extends about 4 pixels past the edge of the rest of the design.

Wow! It may not have much content...But I've been trying to get hold of an article about colour association for ages!
That's just what I've been looking for.
Megan is right though, the blue is a little boring (check article on colour association ). Also the side nav is a little hard to read, this would look a lot better in orange - perhaps the banner could recieve similar treatment?
Unbalanced, you have "a lot" of content up the top of the page but the next screen or so down you have absolutely nothing, that banner is causeing that. People don't really wanna scroll down just to see nothing.

It's nice and clean a good start! I agree with the other posts. Spruce it up a little. I don't know about everyone else but I think you should never have an UNDER CONSTRUCTION page on a live website. It's unprofessional and causes a negative reaction in the visitor. Don't link to or have pages for things that don't exist. Other than that good job. Also in regards to color and color articles. My favorite site when designing websites and I need a color scheme is webwhirlers

website is lacking personality and you could probably use some contrast against the overall blue scheme you have going on there. hope this helps.
