It is a little plain looking as it is now. I take it that you will be adding more stuff--graphics, content.??
Displays differently in browsers:
IE 6.0--I think it looks as you intended.
Opera 6.0--Moves the footer to the bottom of the right column.
NS 4.79--Sorry but the old NS killed your page. It is readable for the most part. Some of your layers overlap.
I see you are using an XHTML doctype. If you are gonna keep this you really should make sure that do the code properly.

Here are a few other XHTML things to keep in mind that I noticed when running your page through W3C validator.
Write all of your tags in lowercase. instead of
Your break tags and any other empty tags should look like this (for example);

1. At first glance I like the site. It looks organized and well laid out. I wonder a little at the colors tho. You may want to experiment with either different color combinations or with a background image.
2. You have lots of interesting links but I'm not sure what the focus of the site is. You may think about what that is for you an highligh it at the top center of the page. Ask yourself why people should come to your site.
I know I need to change the colours....

Oh, I also thing that the top part is screaming for a graphical logo. Something colorful and lively.
