Not a bad start. A few major problems though. First of all, that logo is really scratchy looking. Use some anti-aliasing! While you're at it, choose some more interesting fonts. Anything would be better than plain, ordinary default fonts. Is that TNR and verdana there? Don't use those in logos unless you can really dress them up. This site was just posted for a review as well. Look at what he's done with the logo. Simple sans, but it's interesting.
Another big problem here is the links. You've got links on the right side that don't even look like links. You've got no hovers. You've got a navbar that looks like text links. In general, don't use black text for links. People need to instinctively be able to pick out what is a link and what's not.
I do think that this is a great idea for a site. It'll be a good resource once you get it populated. I really like what you've done with the page layout. The layout for the main article is really nice.
When I click on one of the categories there I should be able to see how many articles are available in each category. It's a waste of my time when I click on something and there's nothing there.

Hmmmm logo seems a bit dull. The name "articlez" conjurs up ideas of something modern and cool (it's the z that does it ) and the current logo has a very classical feel to it.
Personally, I'd start by doing something more modern for the logo and align the banner ad at the top over to the right hand side to give the logo some space.
