very slow loading on 56k (over 200kb)
seem to be reloading itself in Opera6. you need to validate your code, about 3/4 the way down you have a extra set of html, head, style and script tags. and before the bottom table have an extra set of end body and html tags
Looks good in IE5 and Mozilla but Opera6 has some issues, the shout box is as wide as the news box is in mozilla, and the news section is as small as the right colum. also has a big horziontal scroll bar at 800x600 which seems that the background image is causing, check your css.
the name tag (banner) looks really good but the name bit (black( is a lil fuzzy where the rest is sharp .
the navigation menu isnt working in mozilla or opera on the main page, but is working in opera on other pages, your coding errors could be causing this, ok only works in opera sometimes.
Spiffu, if I may butt in....it doesn't matter what browser you designed the site for. If you have errors in your code, it isn't going to work properly in any of them.
I would guess that despite all of your errors, IE would be the one to display it the best. But even in IE, if you fixed your errors, this would probably decrease your load time a bunch (as well as help with the other browsers that you are unconcerned with)
Since the page cannot be validated, here is an HTML check from Net Mechanic to help you visualize what a mess the code is in.
I checked my code on my computer and it couldn't find any second body tag(other than the /body one) I believe its something the news script is generating.
Edit: Yeah, I was right. The script itself is generating these annoying tags. I have no idea why. Argh, I liked that script too.

Although I haven't checked, you're probably eating about 1-2k on every page with the addition of " speechmarks and indentation.
Graphically it's strong but could use some unification work between the panels on the right and on the left - they look like they're from different designs (aside from the colouring). Also, I'd remove some of the vertical grey lines from inside your boxes as they make the clear blues look a bit dirty.
Just my opinion, take it or leave it.

Wow, I love the artwork, and the design itself, now comes the BUT!
The site is a bit too hefty...You need to cut down on the code, and maybe some of the images.
Hmmm, it doesn't seem to be rendering correctly in Nutscrape 7, the nav bar & "D-TOP" areas keep refreshing.
Next is the layout: I'm not too sure about the Shout Box bit, that might be better off on its own page - this will give it a little more room to be expanded, and allow the nav bar to be moved over to the left (and expanded) where users will see it better, also making the page seem less cluttered/confusing.
...yeah, The shout box does not need to be there :S
Make the textin the navigation bigger, I didn't quite notice it at first...and above the navigation you have a blank empty grey 'box' try spanning the title image all the way across :S
If you want to make keep the shout box on that page then try moving 'D-Top' up to 'D-Top' of the shout box
