Looks pretty good. I am getting a horizontal scrollbar in Opera 6 at 1024 with taskbar on the right side. This must be worse at 800 x 600.
My first comment is that I had a really hard time reading the logo on there. It does help that I've never heard of this guy before, but maybe you could try separating the words somehow to make them easier to read. I also think that the top graphic is a little on the large side. I didn't seem to take a long time to download, but is taking up a lot of space. At 800 x 600 I imagine there isn't a whole lot visible above the fold other than that graphic.
Another problem I'm having is that the font size is a little bit too small for me. HTML size=1 is too small for large amounts of text (okay for copyright statements and things like that...) I would use CSS to make that font just a size or two bigger.
Otherwise I think this looks good. The colours are nice, and I really like the way you've organized your navbar. It's sometimes hard to put up that many options and have it make sense, but you've been able to do that. I would, however, move that top menu somewhere closer to the content area. It seems kind of out in space where it is. Either that or you could create a section for those options on the left, or something along the bottom of the page.

Must be an Opera thing because it doesn't appear in IE. Weird! Now I'm, not getting it in Opera either now! I swear it was there before. Okay, false alarm.
I don't get a scrollbar in NS or IE but I get the same thing in Opera where it had a scrollbar at 800*600 & 1024*768 but when I reload it clears! Very odd.
I too agree with Megan that the top graphic is a bit too big & overpowers the rest of the page and that the text is too small.

No scrol bar for me at 800x600 on IE5, NS4.7 or Opera6 (as Opera)
The mouseover link color (a:hover) is white in Opera but black in IE (left side), also the word "navigation" is very hard to read.
In IE there is a gap after the news headline stories but none in NS or opera, try adding a before the
The copyright and links font is kind of hard to read
The top image is slow loading on 56k
I'd probably be inclined to use zero body margins but keep you navigation where it is, you could use the or clear spacer or even add another blank td cell to keep it there.
apart from a few things its looking pretty good, keep up the good work
I vaguely remember the last design, and didn't bother to look it up...
This design, however, caught my attention.
I only looked at it in IE6, but this seems to be a solid design, good job chap.
but, I may as well critique, right?
My only problem is with the header graphic... I think that 2pac could be blended into the BG better. Also, The city image seems too optimized - maybe blur it? I dunno, something, it would seem, can make it "fit" better.
Overall, I like the design

The top graphic is a little on the heavy side and it takes up too much of the screen IMO. Old 2pac dude is too much "in my face". LOL;) Not crazy about the fonts for the title and links at the top. I think you can find something better than this. They just don't seem to go with the theme.
The image of the city looks fuzzy. Why don't you start from scratch on that, make it smaller and better quality.
I still don't understand why you ditched that very first design that you posted here way back when...the red and black one. That site was cool. I think you should go back to it. I liked it much better.
Keep punching out the 2pac designs. You will get it right.
thanks everyone for the suggestions. I posted the design up on a few other boards that i visit and I think it's pretty much a given that i gotta make the header a tad smaller, So I'm gonna start from scratch with the header. Thanks again
