There really isn't much to say. All you have is the blue background. I don't think that you will be happy with the blue after you start adding content. It just isn't a very good "main" color. A white background will probably be your best bet. That way you accent the site with any color combination.

Hmmm... Was it worth it? I don't understand posting just a bg color and a page title for review... There are loads of sites on the net that can help you choose colour schemes try http://www.webwhirlers.com/colors/wizard.asp this will give you a list of complementary colours... You can also surf around that site and find out about the why and wherefores....
Your current blue is not a very nice shade... Also depending on your content the bg colour will not work...
I'd like to see your site when its finished so don't be discouraged and keep working on it...

I agree with what's been said already. You really need to think through the whole site and have a colour scheme of three complimentary colours. That blue doesn't go well with black or the orange on the scrollbar arrows. If you struggle with colours it's best to go with a white background and then have black content text and use colours for the logo and links.

Still just the colors?
Well the orange on blue isn't great, and like other said, white would be best.
The log-in box on the right isn't wonderful with blue on blue on blue.
Are blue, orange, and black the theme colors of your site?

i think they work together well...i went to the color link above, and it said that the blue on the blue worked..and the orange they gave was very close.

But there's also the matter of proportion. Maybe it isn't best to use so much of the blue (as the background), and perhaps it would be to use some other color.
Just because they are supposed to work well together doesn't mean they will if used anywhere; e.g. the orange 's don't look nice on the bg.
Try varying the usage of those colors.

Since your forcing HTML tags to do weird things with CSS, the page looks bad in NS4.7, and a little weird in Opera6.
instead of using an h1 tag and forcing it to a smaller size, asign a class to the link and size them so it will appear as normal in all browsers, also background color has a dash, background-color (in your css file). px is better to use as it transfers between browser better, with IE, NS and opera i am getting 3 different views, use px instead of pt. still in your css file, add a:active {...}, a{...} is nothing (well its an anchor)
CSS works in NS4.x for things like font size, color, bold, italic etc so should be used instead of the html tags, dont use both.
you should double check your html or use a validator to check for you, you have things like: but no end tags for either, but just one of those tags would center your content, use the div.
you did say layout as well as for color i like operas version, doesnt have the orange, has no underline of mouseover (on the links) and no orange hr's

You have to be careful when using shades of blue together, especially where you have used a very greeny blue as your background. IMO these colours do not work well together.

also, how would i make the links not have an underline (using CSS) when "mouseover" so to speak, ?
and...as for Busy, what is the relatioship between pixels and pt?

CSS "mouse over" underline remove code is:
a:link {text-decoration:none;}
a:active {text-decoration:none;}
a:visited {text-decoration:none;}
a:hover {text-decoration:none;} <-- mouseover do da
sometimes having the underline on hover can be affective if the others are set to none, if you want underlined links, dont use text-decoration:none of link, active or visited
pt = point, px = pixel
the blue is better but still a bit blinding, maybe use blue top (and bottom) section with white center section

as of yet...i dont have a logo, and i would like to have some sort of blue color in the background...but nothing real dark

Well if you want a blue not not a dark blue, you are stuck.
The light blue is hard on the eyes, and hard to match with.
You don't want dark blue.
I'd suggest using Adobe Photoshop or Imageready or any image editing program to mix and match colors using the colors palette.
That's how I have come up with my colors, and I think they work fine.
Make sure they are websafe though
Someone on here had a PHP script that made a table of web-safe colors??

Still pretty bright, how about a color like #868DA9 #969EBA or #9EB1F6 ? or the other way something like #3A4778 or #475175 among others
but since these arent web safe colors, make a 40x40 gif image of the color as use it as a background image.

i dont like the really bland colors some sites do...or the purple and black-ish, or the dark dark dark colors of THE DEEP....lol...dunno, it sorta will go with my logo.

I see now you have a white background.
Just another suggestion but have you thought about using the white background with orange and gray for your other colors. There is a real neat looking site that uses these colors. I will see if I can find it.
In the meantime, have you seen this link?

I agree that the white is better but without seeing the logo it's very hard to get an idea of the actual total look. The yellow doesn't go though.

That orange-yellow is HORRIBLE with that blue

White would work best with those other colors
A deep purple/blue or a black background with grey wouldn't be bad, but white is still the best
