The blue in the "Net Search" and "Network Navigation" parts do not match the blue that you have for the rest of the page.
Also, the "Network Navigation" box looks out of place sitting over to the right. I think your main table that the Freebies/Webmaster Top 20 is in should be centered.

What is the color code for the blue that the topsite uses, I could never figure it out.

You can look in your code and see the colors of the table cells. The colors are:
#C3D8E9 - lightest blue
#A3C2DD - next darkest blue
#5087Af - darkest blue

there are two images not displaying on the page, the one for sections 5 and 7
the rank section is massive in NS4.7 cant fit in all on a 800x600 screen
took a peek at your code and there are 3 body tags, try validate your code as there could be other errors.
at the bottom your using a star ranking system but none of your sites mentioned have them, are they all worse than 1 star?
no offence but it looks like a pop up spam site, and with all your links as click thrus appears it as well. If you want to get away from this look you'll have to add a theme to it, get away from the boxed table link look.
just curious, why does it have to be an American based site? and what is to say what is or what isnt an USA based site? I'm in NZ but if I have hosting in USA (most hosts are in USA or UK) it would be USA based. yes? but apart from that why the USA base? and if you what to keep it USA based only you should really change all your wording from "top ten" etc as it's false advertising, should be "USA's top ten" but even then its a one side opinion. you should put up an about page to answer questions why etc.

bah! one click into the site and I was barraged with 1/2 a dozen pop ups - that was enough for me.

You need a logo or something as the Top Sites you have there in red just look awfully blocky and boring! The whole boxy layout look is so over used now that it just looks like 100's of other sites and I agree that with the amount of pop up's that I wouldn't stick around or come back.

I would agree. I hate sites with pop-ups and will not use them in any circumstance.
I was a big fan of Alta Vista search engine and thought it was the best, at one time. Then they hit me with pop-ups one day and I have never gone back. In fact, I tell people I know not to use Alta Vista.
Pop-ups are like commercials. They have nothing to do with what I'm watching and can be a nescience if shown to often. Plus they give me nightmares of the never-ending x-rated pop-up attack.
