Now as far as the site goes, I would get your own nameservers. It keeps people from doing a whois lookup and determining if you are a reseller. Nothing wrong with being a reseller, just have to be quiet about it. The other little bone to pick is that you state that your servers are Unix, when they are Linux. There is certainly a difference. Same family but quite a bit of difference in the two.
As far as the review:
Colors & Text - I generally like blue. But I generally don't like white text on a dark background. It makes your site look not as much like a host but a gaming site or something of that genre. I would consider making your text black on a white or gray background. I didn't like your links in your navbar, little bit too hard to read. The logo and integration with the page is great.
Graphics - mostly well done. The pictures on your webhosting page, primarily the text, is a little fuzzy.
Browser Compatibility - The table breaks up a bit in Netscape 4.78 and you should add marginheight="0" marginwidth="0" to your body tag to control the Netscape margins. That also cures Opera margins. Netscape 6.2 rendered the page a little better but there were still a few problems.
Code - the typical Dreamweaver code bloat. Overall though I would use a stylesheet to control the text layout a little better. I wonder also why there are so many 's. You should have used colspan and & nbsp ; to force those cells open.
Overall well done, just maybe a tad dark.

One thing I noticed is on the main page you state: "Save $4 per month when you pay annually with our selected hosting plans." However, on your compareplans.htm page, it indicates that you can save $2/mo. when you pay quarterly.
"Development Language Supported" - HTML, JavaScript, Flash? Aren't these supported by your browser (or in the case of Flash, a plug-in), not your host?

You've got plenty of room to spread this out, so I don't see why you would cram it like that and format using break tags. What is a "Cronjob" anyway?
"Free URL Submission to over 200000 search engines" - Are there really 200,000 search engines??!!
TOS - "Sites that promote any illegal activity, such as Warez sites, are discouraged but not prohibited; links to such materials are discouraged but are allowed."
Personally, I'd rethink this one.
The entire policies.htm page is formatted with break tags. This is really not necessary. The text should be in a column and allowed to flow according to the visitor's resolution, monitor size and default font settings.
"Welcome to Technical Support Area, Your satisfaction is important to us. We aim to be trouble free web hosting service provider but under rare circumstances if you stumble into any problem with our service, we provided the following support option to aid you."
This sounds rather awkward, like perhaps it was written by a non-native English speaker. You might want to get a "grammar geek" to go through the site.
contactus.htm - I'd add a real world address and phone number. I don't want to rely 100% on a faceless email address if there's a problem. What if I don't get an email back? I don't know where you are and have absolutely no way to track you down. (Well, I could do a "whois" lookup but some of your clients might not know how to do that.) The little man characters on this page look like they were optimized for use on a white background and have "jaggies."
You should use "alt" tags for all your graphics so they can be indexed, especially since text in a graphic can't be read, so your navigation buttons are inaccessible to a visually-impaired person using a text reader.
Overall, I like it.

I think most has been said, Netscape faults are common as mentioned, actually has a big blank space where all those blank td's are.
your style code should be in your head tags, not between the head and body.
your site took a little while to load in IE5 and Netscape4.7, at first glance I would of guess it was all done in one big table but seeing your code its not, just loads as one.
I would validate your code, most things show up but could be a missed tag somewhere.
the links "Support" "Sign up" & "Terms of Service" are all different fonts and sizes in Netscape4.7
The background on the blue doesnt show up in Netscape4.7, glancing at your code a guess would be an empty td cell, like Mairving has said, always use in blank td cells. also the black divider and border dont show on Netscape,
is it by2hosting or byzhosting? the banner looks like a 2

I think that's just about everything covered but I would add that personally I find the site too blue & cold. Maybe integrate some of the red in places to heat it up? The font for the left hand links is very hard to read and the links at the top I think look odd with the background just around the words and the dark blue rollover colour gets a bit lost - maybe red?
You should always have a real life address and telephone number. I wouldn't trust any company, hosting or otherwise, that didn't put it on their site!

I dont know why but I like the boxy look at the minute and your site is an excellent way of useing the boxy look.
Load time was average, about 14 seconds on my 56k modem. This is because of the graphics, maybe you could get the file size down a touch.
displayed in Netscape 6 and 4.7 exactly as it does in Internet explorer so no complaints there.
Content is displayed neatly and informativly.
I cant really fault it, i think its very professional and smart.
