Welcome to TWF, gonzo! We'd appreciate it if you'd help us out and review a couple of other sites. Thanks.
This site looks okay. The first thing I want to know about a site is what it's about. This is a little confusing for me - you should make it a little more clear what this is about and how it works etc. The second thing that strikes me is that there is no real logo here. You definitely need to do something about that. Just find a unique font and use it to make your site title as a graphic. Maybe add a suitable dingbat to spice it up a little bit.
What's that poll all about - does it have a purpose? Lose it unless you can put up some topics that are specifically relevant to your audience.
What you need to do here is fill out your design a bit - it looks kind of empty at higher resolutions. Get some sort of screenshot or something for the front page, and make the layout fixed width (in this case it will disguise the fact that there isn't much information on here). Make your navbar text a little bit bigger and add some spacing.
There also needs to be a little more information overall. Spelling and grammar need work:
The first sentence is way too long (what your English teacher probably called a "run-on sentence"). With the web especially you should keep things short and to the point so people can process the information faster. Put something like:
"Just because you can't afford a pricey server doesn't mean you can't run one of the best top sites on the internet today! PHP rank will allow you to (more info here)... absolutely free!
On the sign-up page you have a box asking if the user has read the rules - but where are the rules?

The text in the main table is to close to the borders, ad some space in there to sharpin it up.
The logo shouldn'g be set up like a pyramid, looks weird. and you should probably spice it up a tad. And if you have a logo there really isn't a need for the text on the top cell with the site name again.

first thing i noticed is the wrong date, php clocks works off the servers time, not local time, if you must use the time (pretty pointless when everyone has a clock on their pc) use javascript as it works off the users pc. your a day out for me, it says thursday the 3rd, its fri 4th here in NZ.
As mentioned you need a logo
the links look like text, make them bold, change the color, use the mouseover css effect or something to seperate them from a text look.
A school poll isnt universal, unless you only want an American (maybe some others) dont use em, our high school here is for ages between 12-17 (or 18), our high school is college, same name, same thing, after college or high school we have unitech, or universtay (where I should of gone to learn to spell lol)
I'm a little confused what the site is about, the title etc says hosting but no hosting plans, and your text you say if you have your own server you can run PHP Rank ... so its a add on? a program ? a service?
You also need to label pages or highlight the pages link so people know which page they are on
The layout displys better in NS4.7 than it does IE5

I think it's pretty much all been said. Layout is ok but needs to be fixed in size as it does look much better at 800*600 than at larger resolutions. You definitely need a better logo as it'll get lost up against those banner ads at the top. Who are the members you have listed??? Site needs more explanation & I couldn't find the rules either.

Just a question about the banner sponsor that you are using. Have you received any money from them yet? Are they reliable?
I only ask this as I went to have a look at the valuesponsor.com website and it was an exact copy of the old valueclick.com website but with no mention anywhere of valuseclick. When I investigated a bit further, such as their faq, it is completely full of bad english and spelling mistakes. Not what you would hope to find from a reliable banner sponsorship program.
Let us know if it has been reliable for you or not as I would be interested to know.
If you would like to find out about some reliable ad and banner programs to join, I recommend visiting this site which is the one I used to find out about affiliate programs and it has stood me in good stead so far.

I agree with the other points about the site, especially filling up the space a bit. It looks very empty to me and I have no idea what the site is about really.

The new design is different, dont thin it looks like an index page thou, a bit bland
browser issues:
IE5 - fine (bit bigger gap between links, contact and advertising than the rest of them)
Opera6 -, top nav is messed up, has "home", "signup" spans over half) then the rest cramped up in the right corner, also has default blue underlines (css fault)
NS6 - same nav fault as ie, but also has an extra black dash at bottom of black nav box below the angled section, also borders are thinner than others
NS4.7 - nav gap same as NS6 and IE, but has a gap between the angled black bit and the black link scetion., border under and at right of top section not displayed on any of three sections, the mouseover background change doesnt work but not a major issue
your coding has bad nesting problems, missing closing tags and a lot of unneeded tags

Can't really remember what the old one looks like now but this one is far too plain & dull. Needs colour and the logo looks weak. I don't like the rollover effect you have for the links as I just don't think it works with the design you have there for the top. Maybe just have the text changing colour.

I missed the first one also. This one as Julia says it quite plain. It really doesn't look very professional and really doesn't give much of an idea about the site. Despite being a very simple site it looks more awful in NS 4.7.
The main problem is with the code. Don't put everything within one cell and use 's. Also you can get unpredictable results by using 's between tables. You need to pad your cells more to get it from hanging on the edge. Here is how to make a 2px black border around your table that will work in all browsers and pad your cells.

You have to add an extra table to fix the cellspacing issue in NS. If you don't then you it won't work. HTH.
