The layout is ok. Looks kind of like a PostNuke site. The navigation is straight-forward enough although the flash banner replaying over and over again with every link click can be a little annoying.
As for the content ... I didn't go through all of it. There seems to be a lot going on, on this site. I think that its categorized well considering how much there is.
