Just minor things:
If the left margin were set to zero, the navbar would snug up to the left edge of the window and look better.
On most pages, the body background is not black - that means that the edge of the navbar image is quite evident. A black page background would make it 'seamless'.
Someone is sure to comment that the logo/nav is fuzzy. That might be part of the artistic intent, but .. since the logo/nav only loads once, a little extra file size and better image wouldn't hurt.

Couple things:
That navigational panel doesn't look good.
It looks like it holds itself within its own boundries. Remove the leftmost Bevel and it'd look fine.
I can't really see the lettering on the Nav Panel unless I get up close and examine. To draw this out you could possibly add a darker color behind the letters, and blur it up so you get a nice two level effect.
The site design just.. doesn't look good. Like it was all just thrown onto a peice of paper from when I fall asleep drawing in Study Hall.
I'd say just streamline your web sites--that's a matter of personal style so I can't help you there.

i like the menu bar but make the text a bit more obvious

That's me up there!
I mean make them look half organised. Like Yahoo! with its outright organisation, or Screamdesign.com with it's superb artwork, they all have their style.
That's what people want to see in a web site, they want to see originality, eyecandy. What I see here is [forgive my being so short] a run of the mill web site.
Style is what makes or breaks a site.

It looks very good. Just the left menu is very very blurry and I can't read it at all but thats just about the only thing.

It doesn't look too bad... Just a few things:
1. Set left margin to 0
2. Make your table width 760 so we do not have to scroll at 800x600
3. Add rollover effects to the nav bar
4. Right now you have the menubar as a JPG. Try breaking it up into smaller images for each button, and save those as a gif. Text looks sharper when saved as a gif, unless you save with a very high quality jpeg, in which case it would take a lot more space.

Ok I can't read the menu either. Not in the slightest.
Don't like the white moseovers. I occasionally like to see what my mouse is over.
Bottom Links I think should be centered with the page not the cell.
I'm guessing the page will look different with more content. Looks very icky now. Add some random text or somethikng for the time being. Just so we can see what it would lookl like in reality.
I do like the colors.
Don't m,ean to seem harsh, just the nav unreadibility juped at me. I also have trouble visualizing what your going for with the content.

1) I agree about making the left margin 0.
2) The background of the menu/logo is slightly darker then the page background. It would look much better if they were the same shade of grey/black.
3) The menu area is very blurry for me, and the edges are a tiny bit jagged. Try saving the image at the highest quality possible. You also might want to make the menu text a little darker.
4) The page scrolls for me on 800x600 resolution. With no left margins then make the table 780 pixels in width. Then it won't scroll. If you do decide to keep the margins, then make the table width 760.
