Hmm. I don't see much improvement... anyways.
1). That green circle at the top would look better if it was skewed into looking like it encompassed the 'TV' part of the logo.
2). I don't like those little black circles with green text over them. I can't really see the green text that is on them.
3). Umm. Those little dotted lines are good ideas, but they don't really look good right now. They would look better aligned to each other, and also if they didn't just look like they got slapped onto it.
4). The text on the subpages looks, again, like it was just slapped onto the page. Perhaps add a border or something.

Argh! I was hoping to review all the new threads before anyone else today Anyway, here's the review...
1) The logo is fine, but you may want to make it 600px in width so it displays w/o a scroll bar on 640x480 resolutions. Also, try centering the page.
2) Menu looks nice. I'm glad to see you took everyone's previous advice and included a menu like that on every page.
3) I agree, there needs to be some sort of border or something around the content of each page. Also, the text still only goes about 300px before there is a line break. Why do you have it like this?
4) There a few smalls things that are missing. Like maybe adding a copyright statement to eahc page of the site. You also might want to add meta tags so search engines can better index your site.

Try and change your color scheme. Don't use green, your site is not about Mother Nature.
You have this small title picture on every box and they say "Welcome", "Promote" etc... Remove the black circle, it's hard to read the green text on it.
I would suggest you use small design as you used for the "daily tip feed" for your title images.

Looks better than before at least. It would help a lot if you centered the site. It's good that you have a menu on every page now, but you need to do something more interesting with it (and if you're going to use a basic font for it you might as well just use plain text rather than graphics - that'll make it easier to change in the future).
The layout needs a little more work. Those boxes should either line up exactly or totally not line-up (if that makes sense). Those rows of dots are almost lined up with each other but not quite - it looks awkward. Those dots are a good addition - they add more interest to the site. I agree that those black circles have to go.
It's also strange how the content area on most of the pages has a dark background but the rest of the page is white. Usually it's the other way around - it's easier to read text on a white background, and with dark nav/logo areas a site just looks more structured. It's also strange how some of those orange boxes seem don't span the entire width of the site - they just end at a seemingly meaningless point.
This is not going to cut it. The layout just looks bare to me. There is nothing interesting here, too much white, menu is boring, logo is boring, catch phrases are boring and meaningless.

Why would anyone want to do that? I dunno, I guess some newbies might fall for it. Whenever I see these free membership things I wonder what's in it for me. Frankly a lot of this sounds like self-promotional crap - you actually have an article about your site? Basically you're talking like you're "all that" but there is really nothing here to support it. You're in competition with some big, very well established sites that have good designs and most importantly loads of unique, useful content.
From skimming some of this stuff it kind of sounds like you are using the "articles" to get higher click through rates from advertisers/partners/your other sites. You need more real content - heck, you don't really have any unique content on here, just links to other sites.
