Alright, you definitely need to make that logo banner stop animating after the first go around. I'd also try to find a more interesting font for the text there.
The rest of the design is okay but still needs work. There's too much scrolling on the front page for example. Lose those screenshots for Classifieds and FOrum, which would allow you to move the news up further. Do something different with the bottom part too. Make sure all your text is in a sans-serif font and do not center paragraphs.
I do not see a real navigation bar here at all - that horizontal one is just site administration stuff. I'm wondering where the real content is. The two sidebars have way too much going on there - too much animation, graphics, varying sizes of text etc.
You should make your margins 0, would loose the horz scroll bar at least on 800x600.

the "vote", "cool racer news", "race comics" etc links dont look like links.
the scrollitup applet doesnt load in netscape4.7, it cant be found and half the images dont load either, could be timing out
looking at your code i notice you also have a music wav in there (thankfully i surf with sound off), that will slow your loading time.
weird, on IE mid page i have a picture of cars on a nascar track, on Netscape i have a picture with text on it (very blury as well), saying "images.com, the premier source of images on the web, (next part is real hard to make out but looks like) this image is ??? due to a coding error of this web page. please contract the webmaster of this site to have this ???
all the images under the gaming section are the same but smaller, the top images never loaded but would guess they are the same.
you can find earlier version of Netscape here http://home.netscape.com/download/archive.html, install in a seperate folder and you can run different versions, I'm not sure if you can run more than one version of IE on the same pc thou (I could be wrong)
I dont use any of those programs you mentioned, dont even use/have a pop up killer (sometimes I wish I did thou)

I use Netscape 4.7, I also have 6 but hate the address bar on it, I like using the right click options on things, I was going to uninstall it but figure I could always use it for testing.
using the complete path to images can actually slow your load time down, what I do is keep all images in a folder called graphics and the html files in the main section, this way all i need to do for images is and seems to work everywhere
check your folder setup, and try ./ instead of ../ (one dot instead of two)
