This site is easy to use and very fuctional, the design changes though once you get in?

from a web developer:
always use width and height tags on all images, makes the page load jumpy on dialup if you have large images. I counted roughly 85kb on your index page, maybe consider using .gif or .png for your top images with reduced colours for lower file sizes.
Never use the same colour text and links, people get confused and don't know which to click to go on.
Your links need more spacing and probably should be centered (top and bottom).
Putting a copyright date or last updated date would finish off the page, at the moment it doesn't look finish, instead looks cut off.
The other pages are different (lighter blue background and white text section), keep the same look and feel throughout the site.

As a traveller:
I've travelled a lot, been to 48 states in USA and seen most of England and Scotland so often look up sites of interest. This site, no offense, doesn't do anything to invite me there, the colours blue/white give the feeling it's swamp land, the picture (although buffalo are exciting) kind of shows this is the most exciting thing to see. You have a phrase on your index I think you need to follow, it says "the Kansas Department of Wildlife and Parks strives to facilitate experiences you'll remember the rest of your life."
I've seen buffalo at several places, one that stands out was when I stayed at the log cabins in Yellow Stone, they live right outside the window (noisey buggers lol).
You've used the initals KDWP several times, either use the html abbrevation tag or included a key for things such as this, treat it as if you're designing it for 12 year olds on the other side of the world (will also give you a lot more keywords for search engines to hook into).
The different colours get confusing, also there is a lot more information here (inside pages), navigation is a lot better but needs to be centered.
At the bottom of one of the pages I found a link "how to use this site", very strange, but this link takes me to a page where I have to download a pdf file (would you believe my adobe reader is only version 3 - found out today as I hardly use it).
OK this is really weird, most pages have .pdf files, would be a lot easier if they were 'print page' links and used html not pdf as pdf increases the file size heaps and usually makes the text all fuzzy and hard to read. and slow for dialup users.
I want to see more pictures but where ever I go I'm taken to .pdf files, sorry but is real frustrating just trying to find the simplist of information.

The site functions in Mozilla Firefox.

The navigation is easy to follow.

Yes, please hurry up. Some of us have got some ideas regarding your site, but we would be very happy if you did what you have already agreed while creating the account and make the reviews. It's a sign of respect towards the others, who on their turn swhow their respect by looking at your site and giving you an honest opinion.
