Ok, connected. Here's the review...
1) It's very very original, but for me it's just too colorful. I mean if the header part had that background and then the main content area was a solid color then it would be ok. But with this design there is nowhere to rest my eyes.
2) I like the bottom bar, but not how it pops up. Most people will miss that part and will be like "where the heck is the navigation bar?" I would just make it all expanded like it is when I put my mouse over it.
3) I would add a large version of your logo onto the top of all the pages. That would help "brand" the site more.
4) Have you thought of compatability issues with this design? I believe the scrolling left frame is an iFrame, and if it is then it won't show up in Netscape. And what about the pop-up navigation bar? Does that work in all browsers?
If I remember correctly I think I reviewed an older design for this site which was much better. But it could have been a different site, I dunno...

Alright, I'll take a bit more into the design..
1). The colors are -way- too diverse/bright. Lower them down a bit and that would look alright.
2). The logo [that thing that says 'Yo'] is pixelated on the edges.
3). That kind of pop-up menu system works well only if your pagfe doesn't scroll, and if it stands out from the rest of the page.
4). Compatibility? More like... umm.. crapibility. Really, I'm all for burning Netscape to the ground.

Eeek! This is hurting my eyes!! Too many colours that are way too bright. Tone it down some.
As for the layout, I agree that the navigation menu isn't prominent enough. The layout overall seems to be very disorganized and scattered. I can kind of see that the dark boxes colours are supposed to form the .ttf logo but that's just not standing out enough.
Can't look at this anymore... too bright..

This design will work better for a children online entertainment site.

I think you should use plain white text that is bold, for all the text thats going to be used on this bright bg. Makes it easier to read.
Interesting design, try using like different shades of rewd or orange, instead of the multiple colors.
