It was kind of hard to read the name of the college on the banner. You might want to soften the shadows a bit and lighten the words.

I looked at your site but at the res 1024x768 is looks messed up. The banner at the top overlaps the red bar that is on the right and as the background of the banner is white it looks very strange. Hard to explain. Looks fine at 800x600. If you can, take a look at higher resolutions though.

I agree with the comments above as well. If you were attempting to make the letters on the logo look 3d, you need to adjust the shadow to a lighter shade of grey and put some highlights on the opposite side. As they are right now, the lower right edge of the letters blends in to the drop shadow too much making the text hard to read.
I'd also think about lightening up the drop shadow a bit to help the definition of the text.
You need to decide how you want the page to display. If you want the red to repeat and keep the text and logo off the repeating portion you'll need to constrain your table to a fixed pixel width (something less than your graphic width). If you want the text to flow to full screen at higher resolutions, you need to remake your background graphic so it's at least 1280 wide.
A note on your nav buttons. The rollover works well, but flipping/mirroring the button looks a little bit funky. I don't know what graphics program you use, but here's a tutorial on making mouseover buttons that I like, and can be adapted to raised buttons like you use.
Personally, I'd lose the border around the green at the top, because it doesn't match the red on the rest of the page. I think I'd also right align the left column in that table so the text strings are closer together.
Overall, it looks like a clean design, just needs a few little tweaks.

I have seen the Higher resluition problem and it will be fixed
the title will have to be changed also I see you point about the shadow, and bimjo thanks for the tutroial, it was great because i am using PSP6, and the green colour is the other school colour

When you're making a background with a stripe down the left side, it's good to make it at least 1200 pixels wide to account for most screen resolutions.
I think you've gone a little too far with the 3D effects here. The shadow on the sidebar part looks really weird because there is no shadow from the stripe across the top and these two elements look like they should be on the same level. The drop shadow on the main header and the designed by Josh Simpson part make the text really hard to read.
Personally, if I had to deal with this colour scheme I'd use a as little colour as possible! Or maybe concentrate on the teal which isn't such a bad colour by itself and minimize that glaring red. That's a horrible combination!

It's ok.
1) You went way overboard with the 3D effect. On some things you do have the effect, while on other you don't.
2) The graphics look "old." Like they were designed a few years ago. Some have jagged edges, while others are just, er, "old."
3) Colors = terrible. Period.
