this is a very basic layout, use tables, stylesheets arent worth the hassle for layouts, keep them to font and link stuff.
on your title you have "UO", I take it gamers will know what this means?
i like simplicity. i think this site has potential, but maybe you should reconsider having the blue double lines around the content. maybe you could spice that baby up with some images?

The white around smeareline.jpg makes me think you intended a white background? Then you need to specify that in your code. Default for v4 Mac browsers is grey.
In IE4.0 I'm not getting anything above the red free-banners.com image. In NS4.6 I'm getting a rather blah smeare.com logo and a stress relief ad banner.
You have a whole bunch of non-breaking spaces in your title, putting little squares in the browser line for the title.
There's really not much here to critique yet. The body copy on your index page is not very compelling and contains minor glitches:
"go under" instead of "undergo"
"online gamers pictures" should be "online gamers' pictures"
"I do not know how this done" should be "how this is done"
You should pad the table cells so the text doesn't bump against the borders of the cell.

Thanks for your input.
I downloaded Netscape 6.2 and everything looks fine.
I will take your advice and change the logo to a gif and see if that helps.
