looking at your source code in IE, you have a style sheet link and javascript before the html tag, I'd say this is why its not displaying in Netscape
also in your coding above the second linked style sheet you have a normal style sheet but without the style tags, just incased in comment tags, so none of those will work, I see underlined links but your non styled style sheets say text decoration:none. and at the end of that list you have a:hover in the same set of curly brackets
I just noticed at the very bottom of your page you have "Best Viewed at 800x600 and higher with IE4+ or NS4+"

Not bad, very blue and maybe a bit cold feeling but not bad.
There is a lot of white space at the bottom of the main left column which makes it look unfinished. Can't you rejig things so that the left & right columns finish at the same level?
Take off the 'best viewed' part as it's not going to make any difference and the site doesn't look bad to me at 1152*864.
The pictures at the top look blurred/fuzzy and squished. Maybe that's how you wanted them to look but they seem over compressed to me.
At the bottom before the copyright you have 'About SBIC / Services / Products / Tools / Training / Community / Events / News / My SBIC' should these be links?
Generally though I think job well done.

Overall it looks very good but I have some problems with the localization of things. Under training, for example you have a lot of listings for the University of New Brunswick. Now, this is only going to be applicable to a small number of people and you don't have a lot of information for other locations. I would set this up as a location-based directory, so people could find training depending on their location, as well as online training.
Then you have a section under "info" called "international". The header here says "What are other countries doing in EC?". The problem is, who is an "other country" who are you? There is nothing here to emphasize that you are based in Canada and are writing from that perspective. I'm sure most Americans aren't used to thinking of themselves as "international". This is going to confuse a lot of people I think.
There is also a lot of other sections of the site I'm noticing that relate only to Saint John or Canada. I think you should either target this more narrowly to a local audience or broaden your scope to include everyone.

as far as i know 137 netbios is print and file sharing on networks
what scripts you have funning there ?

i like the layout and color scheme.
is there a possibility that you could use another image (the thin/wide images of people) at the top? it seems fairly distorted.
it seems like the right side of the site (search sbic, daily news, brought to you by...) content should be on the left rather than the right side.
maybe you could just do put that content into the centered area of the page? everything looks nice, the right side just kind of sticks out to me.
hopefully i am making sense and of some help.

Not bad, I think the site is well designed and all. I am using IE 6.0 and everything looks great from what all I have seen. Keep up the great work.
