The "need help" link is almost invisible on the upper right.

The background of the menu bar doesn't seem to be "connected" to the top bar. Put an image on the top or something to make it blend in.

Josh,

Add some text to the index page so that people that aren't familiar with your college can get a brief description.

Move the "This best viewed with..." to the bottom of the page.

JackChen was right, that blue text across the top disapperas against that background.

Other that those few things, it looks very good.

1) You need to anti-alias the logo above the left side bar. It's really jagged.

2) The menu buttons don't go with the rest of the site, and they look old fashioned. Although most school sites are outdated, not all of them have to be that way.

3) I agree about the menu bar shadow. You need to do the same with the top bar so they look connected.

4) The need help? link is really hidden and hard to see.

5) When I move the main content page up and down, it looks really weird because the top bar that shows where I am scrolls with it. Why not put it in it's own frame cell?

6) I agree about moving the "best browsed using..." to the bottom of the page.

Are you sure that this site can't be viewed with lower version browsers? There doesn't seem to be much here that would be v. 4+ only, and it shouldn't be too hard to make it fit at 640 x 480 - just narrow down those images on the first page (which might be a good idea to reduce download speeds anyway)

The problem with using fixed width buttons for navigation is that they look really stupid if all the labels aren't the same length and you have to decrease the font size on some. Those 3D buttons do look really dated, and the text should be anti-aliased.

The picture on the front page seems really fuzzy to me, and the blended edges don't fade as smoothly as they should.

Who ever came up with this colour scheme?!? If I had to work with it, I would create a very white based design and only use those colours for accents.

The red bar across the top looks really out of place, mostly because it seems like it should have a drop shadow like the side bar. Eek! It's really weird how the top bar looks like it's supposed to go all the way across the page but then it cuts off when the page is scrolled. Get rid of the frames, or get rid of that top bar, or put the top bar in it's own frame.

The main title graphic is a bit too large for my tastes. And the nav buttons look clunky and newbyish.

I know you have a recommended screen res, but you'll still have some people surfing on lower res. The page doesn't look too bad with it, but you need to allow a scroll on the left menu frame for those people.

There are a lot of typos near the bottom of the "What's On?" page. IE: "...if you want 'accurat' information.." should be "accurate". There are some more you should check out.

The top bar showing where I am is almost impossible to read. I think a better color combo would make it easier.

On the Curriculim - Subject Availability page, the font is much to small for a Mac. Macs display fonts smaller than Windows. Up the font just a bit to make it easier to read.
