You need to re-think the design of the left comlumn. I would skip the white part and just make it a pure navigation bar.
You probably have some space left, that you can fill up with stuff that you want receive special attention.
I like the link pages. It looks like you used someone else's script. I probably should have looked around for whats already there before I programmed my own back end. Although its of course more customized that way.
There is potential in your site but the frontpage needs a make over I think,
The site looks better at 640x480 than it does at 800x600. I would design my table width to about 620 pixels instead of 100 percent and make the column that holds the navigation links just wide enough to hold them. Then center the table so it doesn't look like you have a lot of dead space on the right side of the screen with 800x600 or higher resolutions.

First off I would change the heading www.birmingham.net get rid of the italics-- it looks jaggy (bitmapped)
Left align the body text.
Something about the background looks unfinished, I would get rid of the verticle hairline, it's too close to the body text and makes your menu bar look off-centered. I'm also thinking that the font you used for your menu could be less condenced (wider), there's plenty of room there.
Subheadings (welcome etc.....) could be bolder.

- why a red backgound behind a white table?I don't think it looks that good to be honest.
- center that yellow table into it's column
- get a decent logo (how many times have I said that? ) yours look like a link!
- use a similar, but longer picture of the skyline to complement the text.
- two banner a page! Tsk Tsk , keep the bottom one.
- sort out a colour scheme: red, yellow, white, blue, green, black... is far to much with no particular pattern.

- the site comment form is a good idea, but it does not fit in with the feel of the site, I might put it at the bottom over just one line.
Your site looks like it is trying to promote Birmingham. One of the most important things I looked for when moving was the quality of the schools. I think you need a link to the schools and maybe even the state educational page that rates the schools.
Also you might consider editing your graphic so the www.birminghamnet.com is on the graphic not under it. Might even be cool to get some shots of the city at different times of the day and us a javascript to put up the picture that corresponds to the time the visit was made.

The little boxes that say *new* I'd dump those. They sort of make everything look off. The color scheme you might rethink, for the links I mean, that green is just sort of yucky. You also have that nasty blue border around some of your images, something Netscape Composer (is that what you used?) love to do by default and at some stange times! if you check it you'll find that a 2 pix. border has been added. Other than those few things looks pretty good. Like the use of the Veranda font.

I was wondering if people like colored borders around linked images. Anybody else got an opinion about that? I may experiment with some colors besides green for the links on the left side of the page.
