I don't quite like this one as well. It's just not very interesting. The top graphic looks really jaggedy and stretched out... oh, I see what you're doing. Don't stretch out your graphics like that... it looks terrible when it's a lot larger or smaller than you made it. The font you've used for the logo is really rather boring. Same with the all-text navigation, boxy layout, slightly uncoordinated shades of blue etc...
I really do like the checkered background you've got for the content area. That's a cool shade of blue too - not somehting you see all the time. I just fine that the other blues you've used are a little on the bland side. Try maybe a nice golden yellow like #FFCC00, or maybe something a little orange like #FF9900, or a lime green #33CC00, or bright pink #CC3399! Just as an accent colour - nothing too glaring.

I love that background color you are using as well as the grid pattern. Looks great!! I think that the colors that Megan suggested would work wonders with this site. It would liven it up considerably.
Your logo needs color. It doesn't stand out enough. The links in the nav bar either need some space in between them or get rid of the brackets.
The blue and black strip that is to the left of your URL (just above the nav bar) looks like it should be carried all the way across the top of the page. I would keep the black strip but change the blue one to another color. That blue that you are using, plus the blues that you are using in the small tables in the body do not match your background at all. I think that the black in the little tables ruins the look of the page. Forgive me for rambling. I am just thinking out loud.
Your mouseovers should stand out more when moused over. (hehehehehe....that sounded funny) The dark color kinda makes them disappear.
This site will look really good when you get some colors happenin'.

The links going across the top dont go all the way across in Netscape4.7, its as if you have a after scripts.
the white borders dont show in netscape either, table border colors are a IE thing, still looks ok in Netscaoe without them thou.
I'm not sure if i like the middle section lower than the rest, the middle section is the longest so really it should be even with the others.
the copyright part looks like you added one to many br's in that table but Netscape displays it perfect.
Also notice you fonts are different, example the "navigation" is different top and bottom, also the centered parts, keep to one font type, its ok to use one font size for headings and one for text but keep them the same throughout.
I'm curious, which color scheme do you like best?

I actually think I prefered the other colours as they made a nice change from blue! This one is too blue but maybe with some other colours like megan says it'll look better but don't stretch to fit with your graphics!
Julia - if life was meant to be easy Michael Angelo would have painted the floor....
