Your navigation system really needs some work! The logo is a little blurry also.

Sad to say, but one look at your site and I'm ready to click on the Back button.
Here's some suggestions.
1) Change your font to Verdana.
2) Use image buttons for navigation, instead of text
3) Keep the text on the front page into a table. The width should be a little longer then the logo you have, and center it. Since your background is white, and your logo is orange, I would recommend maybe Green for your table.
Did you make your website from scratch? Try some WYSIWYG programs first if you're a newbie is designing webpages. Using WYSIWYG programs, I can create my own professional looking webpage in just 10 minutes!

I think this is a personal opinion but when I go to a resource page, lets say http://www.javascripts.com/ I am hoping to find something catchy that will increase my desire to look around. If I am being totally honest your page is...bland. You have a logo, white background, blue default font text links, nothing special. It is very important, I think, that when you have a Java resource page or any resource page that the layout has to stand out, because thats ultimately what decides whether the visitors stay or not. Assuming you know about Java, I suggest maybe try to make use of javascripts? There's alot that can be done, I think you should try out some ideas like Jackchen said, get a program like Frontpage and mess around with things.
