The logo has a nice effect. The menu bar is sleek, too. I think the font in the middle needs to be one size larger and the space around the banner needs to be eliminated, at least some of it. Honestly, I don't think the color choices of the two bars are good. Go to <http://www.users.interport.net/~giant/COLOR/ColorSpecifier.html> for a comprehensive guide to colors. Good luck!
the orange and red actually complement eachother fairly well, I think. But the green makes it kinda tacky. While the banner is pretty cool-looking, it doesn't really work with the rest of the site. A change in colors would fix that somewhat. The grey background of that table doesn't work and in IE5 in 1024x768 the lowest center para of text slightly over laps the red box. It is a nice effect, except for the fact that you have text in the red box. I'm not sure if you meant it to be that way or not. One last thing, black and only black makes the website look bare, using black and another color background, like how you used the orange and red would make it more friendly.
