I've been reading lately about people requesting web hosting with proxie server capability - what does this mean and why would someone ask for it?

Well, i'm guessing they're asking for web hosts that will let you run a proxy website. Most proxy websites will use up a bit more cpu than a regular website.. actually a bunch more. Webhosts dont like this.. well cheap ones dont. I'd suggest a dedicated server.
