Standard speil at bottom of page and div classes

Hi guys,
I am very new at this whole html/css authoring. I have got most of the way to what I want to do, however I want to put in a standard menu on the left hand side of the page. I also want to put a standard "last updated" thing at the bottom. My question is: Is it possible to use the CSS to implement this standard html code without the need to put the same code into each html page? Note that I don't want to use frames, (I would have finished a long time ago if I had used them)
