Im already a captain for one of the Blog empire cities , so I pretty much know where Im coing from, other than the technical setting up stuff. Having a giggle rather than getting frustrated right now..

Yes, W3 Schools is an excellent resource. Are you really tied to Moveable Type? A lot of us have had good experience with wordpress (I can tell you from experience that it's super-easy to set up), and some other packages.
Layout is hard because it takes a lot of time to figure out what works/what doesn't and what the best techniques are. You'll want a good graphics program (Photoshop or Paint Shop Pro). I can reccomend some design books but often the best way to learn is by lookikng at other sites with a critical eye. Reviewing some other sites in our critique area can help you to pick out what works in other sites. The CSS Zen Garden is certainly a good source of inspiration. Also remember that design is mostly about borrowing ideas and patching them together. You don't have to be super original - just borrow ideas you like.

Megan

HTH?
There are a number of article sites out there (either develops/designers blogs or "e-zines"):
http://www.zeldman.com - Guru and writer/founder member of...
http://www.alistapart.com
http://www.cameronmoll.com - very good design/photoshop tips.
http://www.airbagindustries.com - just an interesting blog and lovely design.
http://www.mezzoblue.com - Dave Shea, the guy who thought-up csszengarden.com (mentioned in other posts.)
You can while away hours and hours of time looking at blogs, often these sites will have links to others and before you know it you'll be in all sorts of weird and wonderful places! Follow some of the links suggested, follow some links the sites suggest and you'll find plenty of inspiration
Then when you have questions, return here and we'll be glad to help, and hopefully soon you'll be answering questions in turn.
Have fun!

Make sure your site is search engine friendly and optimized right from the start. It'll make things a little easier. Make sure you experiment with a few ideas, test them, ask people's opinions and just have fun.
