my host is hypermart.net and i am allowed to run java, and i believe i am allowed flash also...not sure about c++

Does Hypermart alow PHP? I use to use that host about 4 years ago, but I'm sure it's changed by now.

The free and basic plans don't allow PHP but you're OK on the other plans.
If you're on the free plan you have got CGI access so why not go with a Bulletin board like ikonboard for interactivity?
Java chatrooms, IMHO, tend to run a wee bit slow, well the ones I've tried have anyways!
