I know we can't openly discuss rates on the forum, but I need to come up with rate to give a client (i normally work free for friends/nonprofits), so I was hoping a bunch of you could message me privately and give suggestions. This particular job will be setting up a CMS for a photographer to use as a portfolio, maybe modding it a bit or adding some custom stuff, and then taking a design made by someone else and translating it to xhtml/css. I'm in Ohio.

You didn't mention updates and maintaince

Best way to work it out:
How long will it take you
How much do you need to pay the bills
How well do you know this person
How complete is your portfolio
What are the chances of getting more work from this job (do cheaper if you can get more from friends/parteners etc)
...

Once you get a name for yourself you can charge any amount you want, while you work up to it covering your output costs and a little extra is usually the best way to go
