Pop up menu on Image Rollover???

Hello all,

I have a tight space I'm working with on a website and plan on making an animated gif that scrolls certain names. I would simply make the names "links" and use one of the many Scroller Scripts available out there but I don't want the users to have to wait for any particular link to appear again so that they can click on it. So to avoid this I'd like to have the animated gif with the names scrolling (so it draws their attention to that area) then when they mouseover the image, a pop up menu will appear presenting all of the links. I've been searching but haven't had much luck just yet, especially for something that is cross browser compatible.

Any ideas or suggestions?
