Please help, HTML problem.
Ok, i first load my website...from any way...a link...or by clicking home on my EI browser (it's set as my homepage) and it loads with a small scroll bar at the bottom as if the page is too wide. In dreamweaver the page looks fine. So if i hit refresh while at any page on my site..the scroll bar disappears. But is always there the first time i go. Same for others i believe too.

What is the URL to this site? What resolution are you using? If you're using 800x600, remember that the tables should not actually be 800 pixels wide- rather, you should stick to around 760. After we have the URL, we'll be able to take a more in-depth look.

I had to go to about 429px to get a scrollbar. Is it on the home page or another?

There is a slight scroll in Opera, and no reason for it, at 800x600 and 1024x768.
A note about percentages -- they aren't a pancea, but they should work, as long as the padding, spacing, margins, borders and widths don't add to up to more than 100%.
You might want to explore using a slighting smaller size by a few percentage points for everything.
Or you might want to try htmlvalidator.com -- you have some nasty errors in there, notably having anything other than a tag before the tag, and a series of unclosed tags. That could result in rendering errors.
