To tell you the truth, I've never heard of this software... but if it does indeed exist you should be able to find it at either microsoft.com or download.com.
You might also consider simply using the webmail package your host offers (if your host does indeed offer something like this- and most do).
The web outlook software comes with Microsoft Exchange server, and is uses as a web interface for all of the mail box's on that server, If you haven't ever played with Exchange your in a for a good ride, it can be a pain!
