Need mailing list program

I have a shared hosting account (without root access), and I want to set up a mailing list program.

In particular, I am looking for:
* multiple lists, with different list managers for each list
* a web based tool for list managers to add/edit/remove names
* moderated lists

We have about 20 small lists (mostly < 100 ppl), and I am not going to manage all the lists myself, so we really need a web based tool for list managers.

I like Mailman, but it seems to need root access to install.
I tried to install Smartlist, but I got a cryptic error message, and it won't install

Anyone have any suggestions?
