ISP space, it just that.... 'space'. They don't allow all of the good backend stuff. Basically all you have is server space, not a 'real host'.

My host costs me 12.95 a month for my package, and has all of the goodies.
You do need your own domain though. Domains can be purchased dirt chep through GoDaddy.

http://www.cjb.cc this is a free host that includes php support. If you upgrade your account you can get mysql that'll cost you 3 bux a month. it's great host I use it for my site and I have never had any problems. The service is phenominal especially for noobs. I'm currently working on a PHP project for them and it's flying this is possibly the best free host I've ever encountered and the upgrade is the best bang for your buck that you'll ever see.

MySQL is a database. A lot of PHP programs, including around 99.9% (approximately) of the forums out there require MySQL to run.

MySQL is a backend database service. I don't know of any hosts that freely support it. The host I use ehosting is $9.95/mo (Canadian) php/mysql, I've used them for a couple years, no complaints.

If you're looking for a free board, ezboard.com lets you set up free boards. You can pay them, and it will disable ads, or you can use them for free.
Before integrating my boards into my sites, I used them.

I've seen a few suggestions in this thread for hosting with PHP and/or MySQL support. The hosting I use alot is ace-host.net. It's cheap and their support is on top of things at all times. So if you were going to pay $3.00 to add MySQL to the cjb account you should go ahead and switch to them since they offer quite a bit for 4.95 a month.
Good luck!
