I don't think anyone can say a webmaster (or mistress;)) should earn x-amount. It will depend on skills, experience, whether they work for a company as an employee or freelance or even for themselves. There are too many variables to answer your poll I'm afraid.

Well, I'm not sure about the specifics of the program you're talking about here but I just wanted to say that you should be really careful about researching the program you're interested in. Make sure you talk to the instructors thoroughly and make sure they know what they're doing. I had a really bad experience with a design program at a reasonably well respected community college.
About your poll question, I really don't think there is a right answer to that. Salaries vary a lot depending on job responsibilities, location, economic climate, industry, type of company, etc. etc. The word "webmaster" can mean a lot of different things in itself.
