Is this possible to post screenshots from DVDs on the movie website for free?
If not, is this possible to use them not for free? Do I need some kind of licenses?

Technically you would need permission to use them, especially if you plan to make any sort of profit from your site. If you're making a fan site for something, though, you might be able to get away with it. There are a lot of fan sites out there that don't seem to be getting in trouble for using copyrighted materials. They are promoting the person/movie/whatever they are making the site about. The worst that could happen is that they sue you No, really, they'll probably just ask you to take them down.
Definitely do ask the copyright owners before you try to do this, that way you have a definite answer one way or another. And if they don't answer, at least you asked first!

The copyright holders details should be on the DVD or disc itself, It's usually the big boys like Sony etc that hold them. If you decide not to go through them, it will be them taking you to court
