Matchmaking / Intelligent matches

Dear colleagues,

I'm looking for a software/script able to identify matches between profiles and/or projects. It would be something like a neural intelligent network that can learn from user trajectory, keywords, information, question and answers, position or simply react to specific conditions.

It could be something like:
Person A is a recruiter specialist looking for Aerospace Engineers in a concrete geographical area; Person B is an Aerospace Engineer looking for new oportunities in that area. The system would help to identify this kind of relation.

Do you know any free/comercial software doing that?
