Its just like you said, a placeholder.
It was used as a placeholder before, its a form of old latin.
By using most of the english letters, its able to mimic paragraphs and help bring structure to a site. You can find more info on it here: http://www.lipsum.com/

It dates back to the print industry. It looks more acurately like a proper paragraph of text than copying and pasting the same sentance over and over again. There are modern varients available now as plug ins for dreamweaver called:
Celestial Technical Babble and Corporate Mumbo Jumbo.
They really need an online version though...
